Bill HD.3722 would immediately remove unnecessary burdens from vulnerable social equity businesses before the end of the license exclusivity period. Talking Joints Memo quoted the CCC back in December “The 36-month exclusivity window began in April 2022, but could be extended beyond that.” The exclusivity period is expected to conclude in April 2025 unless the CCC extends this exclusivity period.
Currently, according to 935 CMR 500.000: ADULT USE OF MARIJUANA regulations, “A Marijuana Courier or Marijuana Establishment with a Delivery Endorsements shall deliver only to the Residence address provided. A Marijuana Courier or a Marijuana Establishment with a Delivery Endorsement shall be prohibited from delivering to college-or university-designated dormitories or housing; and federal public housing identified at https://resources.hud.gov/.”

SECTION 1. Section 4 of Chapter 94G of the General Laws is amended by inserting, at the end of the section, the following subsection:-
(m) The commission shall not prohibit the delivery of cannabis by licensed delivery operators or couriers to any municipality in the commonwealth nor to any establishment that provides overnight lodging services to tourists and visitors, including but not limited to hotels, motels, and resorts.
