On Tuesday, January 20, 2009 the City Council in Quincy, Massachusetts, introduced a measure that would impose additional fines on marijuana smokers, possibly increasing the fine from $100 to $700, with the risk of criminal indictment for unpaid fines. Supporters gathered in protest outside of City Hall, and entered the meeting to speak on the subject. The City Council ignored the voters, and refused to hear discussion on the topic.
